Legislation
See Oscola in 'Other Styles' for legal referencing, but if you are using the UL Harvard/Name-date style, reference as below.
EU Directive

Institutional origin (e.g. Council Directive (EC)) Year/Legislation number/ Institution "of" followed by the date it was passed "on" followed by the title, all in italics.

Council Directive (EC) 2001/29/EC of 22 May 2001 on the harmonisation of certain aspects of copyright and related rights in the information society.

... (Council Directive 2001/29/EC) ...

Guideline

The entire reference is in italics and the title of the directive is not capitalised.  This is not consistent with standard Harvard guidelines, but is nonetheless correct. Directives and Decisions are cited by the year of enactment, the legislation number, and then the Institutional Treaty.
